Election Open Records Requests
List Information
Iowa law allows for the purchase of voter registration list through Iowa Code Section §48A.38. Mills County Elections will produce lists only for districts of which Mills County is a part. Any request for statewide and congressional districts lists will be directed to the Iowa Secretary of State’s Office and not provided by Mills County Elections.
Information from voter registration records can only be used:
- To request a registrant’s vote at an election
- For a genuine political purpose
- For bona fide political research
- For a bona fide official purpose by an elected official
Using the information gathered from voter registration open records request for any commercial purpose is a serious misdemeanor under the Iowa Code.
Per Iowa Code, Social Security Numbers, driver license numbers, and non-operator ID numbers will not be included on any list.
Election open record request will be produced as soon as possible but can take up to 14 days to prepare a list.
Requests received prior to a major election may be delayed while preparations for the election are finalized.
Customized lists may not be available and are subject to additional charges. Please reach out to our office for more information.
List subscriptions are not available, and requests will be directed to the Iowa Secretary of State’s Office.
Persons requesting election information through the open records request must fill out an Elections Open Record Request Order and Specifications Form.
Types of Lists
Voter Lists
Voter Lists are lists that provide voter contact information and/or election participation. Voter Lists will be provided by email in an Excel or .CSV file format and will specify if the voter voted at their polling place, by absentee, or a provisional ballot. Hard copies of Voter Lists are available upon request but will not specify if the voter voted at their polling place, by absentee, or a provisional ballot.
Persons requesting a Voter List will need to choose one option from each column in the table below.

Persons requesting a Voter List will be subject to the following fee schedule:
Minimum Data Charge: | $10.00 |
Additional Data Charges (for list with more than 20,000 records): | $0.50 per 1,000 records |
Hardcopy Charge: | $1.00 per page (in addition to data charges) |
Voter Profiles
Voter Profiles are records of a voter’s registration history, including election participation, moves, and other changes reflected in their registration record in the Iowa statewide voter database. Voter Profiles will be provided email in a PDF file format. Hard copies of the Voter Profile will be available upon request.
Persons requesting a Voter Profile will need to provide the name and date of birth for every Voter Profile they are requesting.

Absentee Lists
Absentee Lists are lists that record who has requested an absentee ballot and the status of the absentee ballot for an election. Absentee List are intended for research and outreach prior to an election. Absentee Lists will be emailed in a PDF file format. Hard copies of an Absentee List are available upon request.

Delivery based on frequency:
- Persons requesting an Absentee List daily will receive the previous day’s Absentee List at the Auditor’s Office convivence, on the next business day.
- Persons requesting an Absentee List weekly will receive the previous week’s Absentee List at the Auditor’s Office convivence, on the first business day of the following week.
- Persons requesting a one-time Absentee List will receive a current list as of the previous day, at the Auditor’s Office convivence, on the next business day.
Persons requesting an Absentee Lists will be subject to the following fee schedule:

Example: a person requests an Absentee List to be emailed on a daily frequency for the duration of the Absentee Voting period. They will be charged $15.00 a day, with a total of 15 individual Absentee List. Their total would be $225.00.
Payment
Payment for any open records request must be made in full before the list is provided.
Accepted forms of payments:
- Cash
- Check, made out to the Mills County Auditor’s Office
Credit Cards are not accepted.
